Is studying 8 hours per day for 1 year is enough to crack ibps clerk 2018-19

In order to crack your exam you should be self motivated and determined.
To crack your exam number of hours are not important quality of time is important. If you dedicate 8 hours with full concentration then you can easily crack your exam.
To score good marks in your exam it is very important to work on time
management , accuracy and speed for that you can solve as many as mock test series for your practice.

I solved some previous year questions and I'm able to solve 80 questions out of 100 but I need double time which is 2 hour for solving these 80 questions and as of right now I'm only able to solve 40-45 questions in 60minutes and that's clearly not enough to crack even the pre exam ,so how am I supposed to manage my time ? And I'm not sure if I can crack this after 1 year of vigoros study

You don't have to loose hope. You have enough time for your preparation.
IBPS is all about speed. Work on your time management.
Solve as many as MCQs. Go for timing test.
