Dear aspirant,
Technically, B Tech from any recognized college should be enough to get you to study further abroad.
The harsh truth is that it is really hard to get better opportunities if you do your bachelors from some local college. National institutes have good alumni network, connections with abroad universities, they offer more exposure to the real-world techniques, companies, processes, better faculty support, peer support etc .
Hence, I would say it is not impossible from local colleges but it is very difficult. You'll have to work very hard and go out of your way to look for opportunities. You will have to get really good internship opportunities and build your CV very well to get funded opportunities to study abroad.
