Hello,
every board has it's own way of conducting exam. Some are pen-paper where as some are online i.e. computer based. Some boards conducts both the modes.
Cities and centers are decided by the center and they try to cover as much as area they can so that more students can appear the exam easily.
If you could mention about which exam you are asking about that would be a precise answer to give.
