KEA stands for Karnataka Examination Authoirty. KEA is the bosy that is responsible for conducting examinations and counsellings for various courses in Karnataka. KEA will release the Karnataka MBBS application forms tentatively in the month of June. Karnataka being an open State is available for Candidates of all other States except for Jammu and Kashmir and Ladakh. So you have to wait until June for KEA to release the online application forms for admission to Karnataka Medical Colleges through NEET score.
