Is the MHRD still providing the stipend for Mtech students studying at IITs and IISc?(After the fee hike in Mtech)

Last year there were talks of stopping the tipends provided to MTech students in IITs and IISc however till date the stipends are being given to students who clear CSIR/UGC/DBT/ICMR/AICTE/DAE (NBHM)/ DST (except for M Mgmnt prog). Besides these there are various scholarships available like fellowships from GE/ INFOSYS/ IBM/ HP/ TATA/ PHILIPS/ BELL LAB/ MICROSOFT.
