Is the registration fee and seat acceptence fee in CSAB special round will go to college or not if seat is allocated and should i pay any money after ?

CSAB special round is conducted to fill up the seats left empty after JoSAA rounds. They ask for a large sum to apply for the round. If no seat is allocated, the money is refunded, only a processing fee of Rs 1000 is deducted. If a seat is allocated in the round then there is no refund at all, even if you reject the seat or don't take admission.
