Hi Aspirant,
As per the notice yes thumb impression should be put before going to exam since you are not allowed to put the finger prints after you reach the exam centre.Buy an blue ink pad and practise in several white pages since the impression should be clear and straight in several parts of the admit card wherever necessary.
