You can only apply to both all india quota and state quota, only if you get the minimum eligible marks for the all india quota cutoff, if you are eligible for all india quota then you'll definitely be eligible for state quota. However the cut-off changes every year. It depends upon a lot of factors such as the exam pattern, the number of students appeared, the number of students qualified, the highest score , whether you belong to any category or not. It also varies from state to state. So you can check the NEET predictor tool to get an idea about which college you might get. Here you haven't mentioned the state or exam .
