Yes the criteria will be applicable even if you drop and appear for JEE 2021.
Keep this in mind :
The qualification criteria of Board Exam is taken of the year in which you complete your 12th standard.
Even if you appear in JEE Main 2022 then also qualification criteria will be that of 2020 board

For 2021 it is tough to predict that the minimum condition of 75 percent in board will remain or not due to covid 19 this facility is provided to only this year. I personally recommend you to not take chance if you had not got minimum 75 percent in boards.
