In order to be eligible for getting a seat under 85% Karnataka state quota in NEET, if you have studied/domicile outside Karnataka, you must either be a ward of defense personnel who have served or are serving in Karnataka or you must belong to 'Gadinadu' or 'Horanadu' category.
The eligibility criteria is that the candidate and either of the parent’s mother tongue should be Kannada, Tulu or Kodava and either of parent was domiciled in the state of Karnataka. Another criteria is that your mother tongue is Kannada, Tulu or Kodava should have resided and studied for a period of seven years between 1st and 12th standards in disputed Kannada speaking area of South Sholapur or Akkalkot or Jath or Gadhinglaj Taluks of Maharashtra or Kasargod or Hosadurga or Manjeshwar Taluks of Kerala.
If you are applying eligibility for the abive criteria, then you will have to write a Kannada Language test conducted by KEA for being able to obtain seats under 85% state quota.

MBBS Admission Counselling for Karnataka State Quota is conducted by Karnataka Examination Authority (KEA) Bangalore. 85% of MBBS seats in all government colleges located in the state of Karnataka are allotted to students who are native to the state. Apart from government colleges, management quota seats as well as NRI Quota seats in private medical colleges are allotted by KEA.
There is no need to write Kannada test but if you are outside Karnataka you will be in the reserved category( remaining 15%).
You can get seat in 15% category.
There is no need you belong to the 85%.
