Both NDA phase1 and NDA phase2 are different from each other. I mean, its not at all compulsory to give nda1 to appear in nda2.
Basically, its like the nda exam is conducted twice a year to give admissions to candidates.
So, if you can't fill the nda1 form then, you habe the chance to fill and appear in nda2.
Also, if you fails to clear nda1 then, you can again give nda2.
