Alternative for residence certificate for non local students for t.s eamcet is if you have aadhar or rationcard they will accept it or if no any then take a notary for non available certificate and for nativity 6-10class school study certificate is the better alternate for nativity certificate,
As per your Specified details as belong to Non T.S State and wrote T.S EAMCET and preferring to Join the Colleges located in T.S state, if you are from A.P then you will have the Reservation under Non Local as per the Article 371-D which provides for a total of 15% Seats to A.P residents under non local there all of the Non Local candidates get seats normally.
