The admission might be through All India Quota but everything else remains on par with State Counselling. The course, bond and everything else remans the same. The rules of Tamilnadu Medical Council apply equally to students who got admission through All India and State Counsellings.

Stipend, free structure, course duration, rural, tribal service and bond structure vary from State to State and Institute to Institute. So you can check this infornation at their official website.
