is there any chance for Mtech in IITMadras for a gate mark of 61.33 in EE in OBC_NCL category??

Yes, there is a chance but that too (50-50). As this time paper was bit easy hence competetion will be tough but still consedering OBC_NCL there is a chance.
You can also try for IIT Roorkee or Guwahati as it will be quite easier as compared to IITM.
