There is no news of neet re-exam for this year till now.
Although neet phase-2 registration have to be done by every applicant & who appeared for NEET exam on sept 12. If they don't complete phase 2 registration there candidature will lost and result will not get declared for those candidates.
So keep visiting the official website of NTA meet for complete phase2 of application form.

Due to the paper leak many students are asking for re-examination as it may have given some preference to the students who don't have the credibility to get a good marks or a good college. See its a question of morality. If a non deserving student get a seat and if the deserving one's don't then it would not only be a disgrace but a danger to the society as after all the qualifying ones are going to be doctors and they will treat patients. So if such happens, then NTA will give some response on the procedure and other details. If re-exam happens then don't give up, it can be tough mentally but its better than nothing.
