If you are asking about the minimum qualifying cutoff of neet ug ie. 50 percentile for general category and 40 percentile for reserved category students, then its a NO. This minimum qualifying criteria is given by MCI . And it can not be reduced..

However cutoff marks for being in top merit list , changes from year by year,according to the toughness level for the paper of neet ug..

No. Qualifying cutoff scores won't change.

It is 50th percentile for general category and 40th percentile for SC/ST/OBC.
