Karnataka Common Entrance Test, also known as KCET, is a state-level entrance exam conducted by Karnataka Examination Authority (KEA).
KCET application form fee-
Karnataka Origin (General and OBC candidates)= 500
Karnataka Origin (ST &SC)= 250
All Female Candidates of Karnataka= 250
Outside Karnataka= 750
Outside India= 5000

Yes there is big difference in fee structure of COMEDK and KCET.
COMEDK exam is conducted for non residents of Karnataka, whereas KCET exam is conducted for residents of karnataka.
Previous year Fee structure for KCET students was around Rs. 58000 per year.
Fee structure for COMEDK students was around Rs. 175000 per year.
Along with that colleges also collects their development fee, this may vary depending on the colleges.
