An M. Tech. degree will typically indicate prior research experience and increased expertise in area of specialization -- so if anything it will only help to improve the odds of getting admit. Never heard of a US university preventing applicants with prior masters degree from applying,
The more commonly seen concern from an applicant with M.Tech is whether they would have to do another masters in US before they can move towards PhD.
