An M. Tech. degree will typically indicate prior research experience and increased expertise in area of specialization -- so if anything it will only help to improve the odds of getting admit. Never heard of a US university preventing applicants with prior masters degree from applying,

Universities will always allow a graduate admit if they find the profile suitable. You will just have to explain to them why you are applying for a second masters.
