This can be very from college to college so if want to ask about iit or nit then definitely their is a concession in fees for low income family. To get this concession and scholarship benefit then you have to submit your income certificate any other required documents.

family income
less than 70,000 Rs. per year from all sources. But it depends on category also in some colleges.
