I would like to tell you that there are two way by which you can get financial concessions.
1.In every college under Uptu there is a seat of FW (fee waiver) which is allotted to top 5% of the college under which entire tuition fees of the student is reimbursed. You just have to pay money other than tuition fee which is very less than tuition fee , or fee for hostal facilities if you are taking,also there is condition that your father's annual income should be less than 6 lakh.
2. After taking admissions there is scholarship or fee reimbursement initiated by samaj kalyan and uttar pradesh government under which if your father's annual income is less than 2 lacks and is not working in government sector then you have to fill scholarship forms from August to September in the year of admissions. After all documents verification you will get scholarship equivalent to to your tuition fee. further information you will easily get after taking admissions. This is for every student whose father's annual income is less than 2 lakh.

I can only tell you about govt. colleges
If you belong to SC/ST category and your income is less than 2 lakhs per annum your full Institute fee is exempted.
If you belong to General/OBC category and you have not alloted seat under(Tution Fee waiver Scheme) no fee is exempted.You have to pay total fee;But if your family income is less than 2 Lakhs per annum you can fill scholorship form.
If you have been alloted a seat under Tution Fee waiver scheme you have not need to pay tution fee;but you have to pay other institute fee.
But Hostel and Mess Charges apply on all the 3 conditions.
