See this thing is a very subjective matter and it depends on college to college. For example if you consider the case of Indian Institute of Technologies, National Institute of Technologies or Indian Institute of Management, then there a hostel is allotted to each student and staying in it is compulsory. However in the cases of other top colleges like Faculty of Management Studies or FMS Delhi, a hostel is not provided and you are on your own.
