Hello aspirant,
Candidates from Jammu and Kashmir must fill out a self-declaration form before beginning the counseling procedure. With this self-declaration, the candidate is eligible to participate in the 15% All-India quota counseling in all states. These candidates are eligible for Jammu and Kashmir's 85 percent state quota counseling.
There are three total government colleges in the state of Uttarakhand. Only a seat is allotted to the Kashmiri migrant candidates in each college.
1. Government Medical College of Haldwani
2. Government Medical College of Dehradun
3. Himalayan Institute of Medical Sciences, Dehradun
From the information I have gathered, every college in Karnataka also has few seats for Kashmiri migrants. However, you may want to contact the college authorities for the same.
