It depends you're seeking admission in which course and college for that matter, each has its own admission process, it can be based on the merit of the qualifying examination or done through entrance test, if you see professional degree courses such as medical science then NEET is compulsory regarding this, even for engineering there is national level  exam, state conducted entrance tests apart from university ones, there is also direct admission process, in case you're seeking admission in BSc/BCom/BA General or Major then for instance in DU it's basically based on the merit of the qualifying exam, entrance test is only for specific ug courses, however for BHU admission is strictly based on BHU UET scores, hence if your query is for any specific college and course, mention the details in the comment box below.
