Well to be a part of the counseling process you have to qualify for the entrance exam conducted by the respective university or college. You must score well in the entrance exam conducted to get a seat in the college. Some polytechnics also offer merit-based admissions.

As you haven't mentioned the respective college that you are seeking admission to, I cannot tell you the exact admission procedure.  However, the standard procedure is to qualify for the entrance exam and then move on to the counseling round.
