No, it does not differ from state board and other board students, the cut off calculation differs. Matriculation and state board students have advantage over the CBSE students as the marks of CBSE students are normalized with respect to other boards. So CBSE which has tough syllabus than matriculation and State board will be pushed back. For example: If the highest mark secured by the student of State Board of Tamil Nadu in Physics is 100 and the highest marks secured by a student of any other Board in the same subject are 95 both the highest marks will be considered to be equal to 100. If a student of the other Board (consider CBSE student) secures 70 marks in Physics when the first mark in Physics in the same Board is 95, 70 marks obtained by CBSE student will be considered to be equal to 73.68 (100 x 70 / 95 = 73.68%) For CBSE students, the marks obtained by the students in the relevant subjects in the qualifying examination conducted by various Boards or Authority shall be equated with the marks obtained by the students in the same subjects in the qualifying examination conducted by the State Board of Tamil Nadu by adopting the method of normalization. This is the only difference between the CBSE and state board. Good luck :)

There is no such quota for cbse student in tnea counselling. You can also confirmed it on the college sites.
There is scholarships available for the cbse and state board students in every colleges you can apply for them.
