IIT Delhi offers merit cum means scholarships to students. For the first year the criteria is your All India Rank in JEE. The scholarships are renewed every year until you complete the course and you continue to fulfil the eligibility criteria. For being eligible for subsequent years of scholarship, your semester performance will be reviewed. And then IIT also offers free studentship to  10%  of the Candidates based on their means alone. So there are scholarships for students who want to study at IIT Delhi based on their merit and also based on their financial situation.
