most states allow student from all states to participate into the counselling.
however few states like Madhya Pradesh give preference to the state student.
On the basis of the NEET 2021 result, preferences of colleges and courses, seat availability, reservation criteria, and other factors, admission to Deemed University MBBS/BDS 2021 will be granted. The deemed university is an institution that has gained the status of a university through recognition by the University Grants Commission (UGC) and recommended by the Medical Council of India (MCI) or Dental Council of India (DCI).

The Maharashtra government is reserving 50 percent post graduate and 85 percent under graduate seats in deemed medical Universities for candidates domiciled in the state.

Generally there are no specific restrictions for the deemed universities, including the category restrictions. But the government of Maharashtra recently bought a new amendment bill that, domicile rules and restrictions shall apply to universities, in Maharashtra, however, these were still not approved. The aim is to give more opportunities to the domiciles of Maharashtra.
