According to the NEET guidelines and the counseling process set by MCC, yes there is a free exit option but only for round one (1). It also states that if a candidate allotted a seat in round 1 does not report/join the allotted college, he/she would not be penalized (security deposit will not be forfeited ). Such candidates will be eligible for subsequent rounds.
As for the fees, the registration fee is 1000 and security deposit is 10000 .
