Hostels are provided by many educational institutions and coaching centres. These are the accomodation for the students coming from far distance to get education and to build there career.
Hostels are mostly managed by the allotted Wardens and sub wardens. I recommend you to visit the hostel physically beforehand and observe all the facilities and whether they are worth or not, and most importantly, is it safe to live there as being a student.
Most of the institutes provide in-campus hostels that have security guards and all Watchmen to observe the activities with daily attendance. I suggest you to live in such hostels. The security of the student is completely on the institution.
There are outer hostels and PG do exist, but institution do not have any role in such hostels and do not guarantee any security of the student being outside campus. It becomes complete responsibility of the student and private hostel/PG for the security and safety.
Note that mess and food facilities are provided in both in and off campus hostels with almost equivalent food quality.
To know if rooms are available, you can contact the warden, as they have all the room records with them, and it is there responsibility during the admission procedure of the candidate in the hostel.
