Is this entrance test will give equal importance to other states students..? Iam a resident from telangana

No you need to fulfill their domicile eligibility criteria that is the c andidate must have studied and passed from a recognised institution situated in Karnataka with an academic year of at least 7 years beside this they have their more acdemic requirements you can go through them on this link

I suggest you to look for ComedK instead their rules and eligibility criteria aren't as strict as KCET the only set back is if you take admission through Comedk your fee will reach upto 2 lkhs whereas it will be just 80-90k with KCET.
