Hi Harpreet. Studying abroad is always a good idea in terms of exposure and opportunities. But considering a country as whole is a vague idea. You should research and find out in which institution do you want to study and then see whether studying civil engineering in that institution in Japan has a scope or not. If yes, then, you should definitely go to japan. But if there is no scope, then you should not go.
