Hello Jovitha,
There's no such reservation, i.e. no seat is reserved through state qouta of other states students except for the candidates of Jammu and Kashmir, that too in some colleges.
That candidate which you are talking about must have got seat through all India qouta i.e. 15% reservation.
As you may already know that 15% seats are reserved for the candidates through all India qouta, through which candidate from any state can get admission.
