As per your requirement, i would say that as you are currently persuing btech bit sindri.
it tag is important but not to that extent that it is what matters. Aftrr btech, what matters is your cgpa of btech course and your placement chances and your gd pi etc rounds.
As per your querry, if you should go for it to continue the courss but fees would be higher but its highly reputed collegr but if you are not satisfied you can go for jee once Again.
Placement depends and it may not have ecfect depending on your performance in the 4 years of btech.
But if you only want to get chance in government college- and have nit tag than drop a yr but dropping 2 yrs is not a much issue as you are ekigible for jee 2020.
Do what suits your better. Both have advantages and disadvantage so do what better for you.

Yes you can attend it this year as this is your 3rd attempt. The thing which will you will lose is your years. You have to study again from 1st year. So give a try and if you get a NIT then that would be great. BIT sindri is also a good college. Yes it will affect your placement as most of the MNCs keep 1 years as dropout. But there are many companies who don't have this condition.
These year gap thing will only effect your placement only. Nothing will get affected by anything.
