VTU is not a college its a Government University. So obviously, the rules and regulations of the VTU must be a bit strict than the Autonomous colleges as it consist of multiple type of courses such as Bachelors, Masters, PhD etc. So it needs to be strict in order to continue its standards. And by strictness what you mean is a subjective thing. The rules and regulations such as Disciplinary course, Placement, Eligibility for passing the examination etc can be a bit different.

So overall, its not that much strict but the regulations in an University is different from the Autonomous colleges thats for sure.
