Dear Aspirant,
When you give the competition exam, then the counselling procedure starts. In this process you choose the colleges with branch in order of your preference. Like if you want IIT Bombay Computer science first and Mechanical second, then you arrange in that specific order.

In this way According to your rank and the preference you filled, the college and branches are allotted.

Hey there

Yes you are free to choose branch and colleges for your engineering but getting the desired branch and college depends on your rank in the competitive exam for the college. Even though you qualify for a college doesn't mean you'll get branch of your choice it all depends on your rank if you have good rank then only you will have choise to choose.
