For IAS preparation it doesn't matter from which stream you've come for. The exam that's conducted by UPSC for IAS is totally based on general awareness and whatever subject you've chosen. It's a knowledge friendly exam and tests your capability. The eligibility criteria is that you must complete your undergraduation before competing for IAS.

Simply ‘ANY' because UPSC civil service exam is not biased for any graduate. But, graduation is necessary so any recognised graduation is good. Ofcourse, many people prefer graduating in arts groups like history, economic, so on.. but these days only one optional is required to be opted for in mains/ written exam. And graduation subject don't have or have very minimal role in preliminary or interview.
But, Choosing BA will be a good option for CSE. It will help to develop an overall idea about social science which will help you in your preparation.
While choosing your majors, the most important thing is your interest. You need to study the subject for three plus years and maybe as your CSE optional paper too. So choose any subject with this in mind
Subjects like History, Political Science, Economics will give you extra points for your preparations. At the same time any social science major will help you for CSE, like Sociology, Anthropology or subjects like Geography...
