it says that my registration form is on hold and i have to opload obc ncl certificate issued on or after 1, april, 2019 but i have obc ncl certificate issued on 1,november, 2017, please help what can i do

Try to build your obc ncl certificate at the earliest or as soon as possible. There is no other option. You have to upload the obc NCL certificate of dated on or after 1,April 2019. If it will take time, you could call NTA to get the possible solution.
