it was said that student with national award will get 100% scholarship in first year, so do i still have to pay Rs 2,10,000 for counseling?

For counseling you definitely have to pay the amount of 210,000 and if you would be eligible for anything you would be refunded the balance amount. The counseling fee is 10000, if you want to quit your decision to get admitted to the college then you will be refunded 200,000.
