Hello Aspirant,
First of all you should at least appear for JEE-Main 2022 because in 2023 it would be your last attempt of JEE-Main so you should appear for it. Now if you get admission on the basis of your JEE-Main 2022 score in any good college then well and good but if you get any college that you don't want then you can either opt for that college or you can go for any other private college but I would not recommend you to take a drop. After then what you can do is along with the studies of 1st year of your B.Tech. program keep preparing for JEE-Main 2023 and then appear for JEE-Main 2023 and if you get a decent score then you can definitely change your institution in 2023.
Dropping more than 1 year is not a wise decision to be taken by any aspirant because it develops the frustration factor in aspirant so try to avoid that factor.
You can also take JEE-Main Learning package for your preparation :-
I hope this information helps you.
Good Luck!!
