I've failed in first year BSC computer science is it possible if I cancel the admission and pursue other course from another college

Yes. You can change your university after the first year in B. Sc . provided you meet all the criterion for admission of the university you are joining later.
You can change your college and pursue some other stream from that college, but you'll have to start from the beginning, that is right from first year again
So, the choice is yours.
