You can prepare for UPSC CSE as long as you hold a pass bachelors degree, regardless of your course be it B.tech or  B.A honours. As long as you have cleared your undergraduate level you can prepare for IAS and hence you are very much eligible for civil service examination.

Yes , you are eligible for IAS examination. The educational eligiblity for IAS examination is given below:-

• Candidate should have a Bachelor’s degree from a recognised institute/university.
• Candidates who have appeared for final year’s examination of Bachelor’s degree or those who are yet to appear are also eligible for the UPSC IAS preliminary exam . Such candidates are required to provide the proof of passing the qualifying examination while applying for Mains exam.
• Candidates having a professional and technical qualification or its equivalent from any recognized institute.
