I've got 238 marks in ICAR pg social science ... EWS category... domicile Bihar...can i get a college ?

ICAR is conduceted for 15% seats in all government colleges throughout India so the concept of domicile might not have much effect.
Getting a rank below 1580 will get you a seat through ICAR, that is a score above 360 atleast. With yoour score of 238 the cahnes of you getting a seat through ICAR are not high however I will still recommend you to go through the counselling (till the last round).
