First of all, congratulations on your rank. 3824 is such a good rank but unfortunately, you may not get a seat in IHM Kolkata under the general category as its cutoff in 2018 is 2655. But still, you have chances to get some other IHMs. You can get a seat in almost all central government IHM'S except IHM Bangalore, Chandigarh, Kolkata, Mumbai, Pusa based on 2018 cutoffs. But remember that we can't come to a conclusion based on previous years cutoff as it varies from year to year.As you didn't mention your category I considered yourselves as the general category and given the answer If not please comment then please check the link I provided
