Hi Kanchan,
The possibility of getting a govt. seat in Bihar with that score via all india quota is low. You can proceed via state quota and there a little chance since you belong to OBC(NCL) category. But based on the NEET 2019 impression the chances are few. It worth a try so i will definetley suggest you to apply for state quota.
