Hello,
To join in NCC in Nizam College, Hyderabad you must have taken admission in that college.In first year or second year of your course NCC enrollement takes place, those who are interested can enroll themselves.Selections will be done after conducting some physical activities etc candidates who gets selected will be joining in NCC.

Mam if we take addmission from Dr br Ambedkar open university and study center is nizam college tha also we can join ncc

No, parent's aren't needed while attending for personal interview. It's personal interview and it's done personally, you will even not be having the students who have come along with you for personal interview beside you.
