To answer the first part of the query then YES!, you can apply for DU. But the main query arrises that you have to check the different percenatges requried for different courses offered by the institiute. 

Apart from that if you want to do undergrad courses in commerce there are varoius other option as well where they don't require board percentage but through entrance exam.
