It depend mainly upon 3 factors:
Choice of NIT : Few NITs are at par of IITs so naturally their cutoff will be higher for example NIT Trichy, Surathkal , Calicut , Allahabad , Rourkela have more demand as compared to other.
Choice of Branch : Few branch are more preferable than other. Because of IT boom CSE, IT, ECE are in demand so naturally their cutoff is high. for example Cutoff of NITR CSE is around 5000.
State domicile: Since we have state quota in NITs so if you are opting for NIT in your home state then you will be alloated through Home state quota and hence Cutoff will be lower
For CSE in top NITs you should have a rank within 5000.
