The 3000 rupees fees you paid were the counseling fees and after that, you were able to participate in the counseling. If you don't get any college allotted in the counseling then the fees won't be refunded. The fees you paid was is not refundable and it was the fees for counseling and it was not guaranteed that you will get a seat in any college it was based on your JEE rank.
