kcet ranking is 22020 and having rural quota with 3A category will I get seat in jss or nie of mysuru for cs is or ec please tell me

Based on previous year's cut-offs, it is difficult to get Computer Science Engineering branch or Electronics and Communication Engineering branch in JSS College and NIE Mysuru. So, you can try for seat in some other Colleges for your KCET rank as there is lot of deviation in the cut-off rank and your KCET rank. Cut-offs varies from year to year and depends on many factors like caste category, number of seats available, number of students appeared in the exam, difficulty level of the exam, etc.
